Dithering must absolutely be checked at 200% for every single pixel you add, if it's adding something (indicative of a blade of grass for instance) keep it, otherwise skip it! Checkerboard patterns tend to add unwanted broken planes, not what you want. Also the textures for grass and rock can't be the same. Take advantage of all the shadow transitions to suggest grass blades, also keep perspective in mind when doing that.
Target outlines should be more eyecatching and obviously unrealistic, using a color that's not expected in the scene itself: as bright and/or saturated as possible. You do have this color already, in the 'life meters'. I also 'filled the corners' to avoid banding, except in a few places to limit jaggies. It makes a mess of the legs area though, I didn't try to fix this.
I really love all the details and the colours used, it looks like a fun game! Only thing iffy for me is the sky, perhaps with more dithering or another colour or two in it, it might make a more gradual transition.
Manupix,the yellow outline is the target monster,for dithering,i don't know,maybe it's for the low colors or maybe i don't understand how to made "well".
For the sky i was stuck for few hours (i didn't know how to do it),and after i've thought to give this form. if seems water,isn't intentional.

Why the double outline on one monster?
Dithering isn't as clean as it could: compare with vierbit's latest piece which has about the same amount as yours.
The sky strongly looks like the surface of water seen from below: is that intentional?
Monster's textures are a bit random yet.

The enemies are not as scary as they should be :p
