Which program use for draw ?

 everyone once in a while "random pixel art" really works out.  glad i found this.  I think the stillness of the body contrasts a little too sharply with the fluidity of those elements which do move - even some small, subpixel type work would be good - like a ripple in the fabric, maybe shifting the weight from knee to knee, curling the fingers - you know what i mean.

 I agree. That wind animation is really fluid, too.

One thing, though - the bottom of the jacket is flat through the whole animation, on the far side. It's one of those things I can't stop looking at, despite everything else being perfect.

The color choice is classic, the shading and outlining is well done, and the style is very attractive. I encourage you to keep going with this style.
