I like it but I will agree that it migt have been better without the white dot star thingies.
The hair looks more like a rastafari rather than.. uhh, normal hair. I'm also a bit confused by the right side of the face. Sure, heavy contrast can look good, but I barely even read her eye properly. The fact that there are no curves on her right side makes it look like her head is about to pop.

Star things in the hair are a bit weird, could have been more interesting if you played with specular-type strands of hair.
While I was working on it I had a lot of people complaining about the harsh lighting, so I added the stars in the hair to make up for that. Although it looks more like glitter or whatever. If I had done the glowy hair in a different fashion it'd probably look better, but I'll admit that a lot of laziness went into the hair. XP
