Nice design. I particularly like the way the hair flows and the cute pose. 
A few things were bugging me though so I made an edit:
And as others have said, the bottom half feels unfinished.
Feel free to completely disregard my changes.
I like it a lot. I am not sure that that cyan works too well for the eyes, though. Seems it kinda blurs it.
Also, the cat is adorable.

Nomatter how I like this piece, I'm not sure about the fact, that a WIP got accepted to the gallery (even though there is probably more work in it than in some final pieces, and it is really appealing right now).

I remember seeing and faving this on dA, haha. I feel like the legs are a bit painful looking - they're spread so far apart and they're thicker than her waist at their widest visible point, it feels a little awkward. Standing with one's legs so far apart and toes pointed inward would be possible, but difficult. But I'm not sure how much of that is stylization and actual anatomy, so idk, maybe that's nitpicking. It doesn't detract much from the rest of the piece.
I really love how you shaded the hair and the way you handled up the bunching up fabric on the shirt :)

I like pretty much everything about this. very cute and fun and nicely done.
The preview imagem works much better for me; the legs are weirdly setting apart from each other at the top. But this is awesome, very nice hair!!
