Ok, I think about redoing this without the NES-palettes color limitation tryin' to reduce the dithering. It's hard to tell, whats really goodlooking and whats distracting, if you have only your own eyes to see through. When I started pixeling I did a lot of pillow shading for a long time, 'cause it looked fine to me and no one ever told me, that there are a lot more advanced methods... so I give it a try!
Like Cure said, the dithering is screaming. I suggest either trying to find a creative way to make the dithering work [such as by using like hues/values], or reducing it down to very selective areas. A couple more in-between colors wouldn't hurt either.
Yes, I guess i'm a dither-holic, but somehow it feels right for me... I try to use it a little bit less in my future work, but I can't promise anything :D

dithering is being overused here, it's adding unecessary texture to the face.
hmm I liked the noisy background... had a feeling of a messed up video transmission from the imperator of the 3rd Reich to his fellow people to me, so i kept it :D
Dithering in the suit is pretty nice, but it causes some readabilty issues in parts of the face. In the face I would just tone it down some. I would also take out those bright pixels from the background pattern as well, it's kind of noisy. Overall very nice.
Make stalin and lenin too :)
And make a putin with a beard.
Without that little rectangle, he looks even more pathetic. Interesting drawing.
