This is the third time you've submitted the same pixel art.
On this site, when you submit, the art goes into a queue where members vote whether to accept it or not. Most pieces are accepted, so long as they are indeed pixel art. So I'm guessing you're not seeing your pieces pass into the main gallery and are assuming its not working.
Also on this site you can hit the + and - buttons to enlarge or shrink the site, so you only really need to submit it at its original size
As for the sprite itself - its a tad difficult to distinguish the different sections of the body, and the hair is kinda messy and makes that side of the sprite hard to read. It is cute though, and a nice style
