Pretty good. The beret in her hair looks a little weird in both pics - it looks something like a cinnamon roll (closest thing I could relate it to), but I like your version better. Anyway, the animation's nice, too. Her hair tilts pretty well when she moves her head - it looks pretty good. Nice job!

About the eye-over the hair- thing, there wasn't really much thought put into it for this one.For me, when presented with that conundrum of "do i go over or hide it under", i think it all depends on the situation and the style of the character.
The factors i generally look for are:
If it's doodly or cartoonish this can lead more towards eyes on top of hair because it won't matter too much
If it's not a lot then you'd generally be able to see the eyes under the hair so for asthetics sake you might aswell preserve pixel space and put the eye over the hair, too much is too much however and can end up looking 'wrong'
this one depends heavily on the point above
are they being dramatic? does hiding the eyes convey shyness or sorrow? do you want it to?
again, this relies heavily onthe point above.

I've always wondered what to do about hair being on top of facial features, I've seen what you did about the eyes being on top always before, and it kind of bugs me a bit.
did you make any tests with making the eye/eyebrow colors underneath the hair a bit lighter, to fake an alpha effect? I wonder how that would look like.
