Dunno who let it in, but lets not play the blame game! The important thing is that this piece was discovered. In the future it would be helpful if you guys pm'd one of the admins so we can take a looksy at the piece.
I've collected several clues, which proof that it is NOT pixel art: 1) the 1432 different colors at an image size of 52x52, which means that an effective 52.9% of ALL pixels on this thing have a unique color 2) the already visible compression artifacts on the face 3) EVEN THE BLACK is NOT BLACK, you can easily reveal even more compression artifacts by applying a gamma correction at the factor of 4.0(see here) ==> This is(currently) not pixel art!
I'm not saying that it could not HAVE BEEN pixel art originally. It might be the case that it had just 16 or 32 colors or so and then the artist made the mistake of saving it as jpeg at a poor quality/compression ratio, which might have spoiled the whole thing, so next time you save your hard work, make sure you save to a lossless format. Towards the aa quality: It is well possible to manually do aa at this quality level.(and with far less colors...)
Suggestion to the artist for saving his honor: Use this image as a reference and repixel the thing with a maximum of 16 colors.
