I'm sorry for the tone. I was trying to help you, but I was a little blunt.
You are definitely starting from an image, though. While that's okay, this piece looks like it could be the same with 5-10 colors. The fact that it has 109 colors means it's going to get rejected by the mods.
Also, things like the character's face are blurry. Don't stick too closely to the original image. If you make it more visibly a face, you would have a much better chance of approval (even if it looks less realistic).
This is all just advice to help your art get approved, and is only my opinion. I don't mean to offend you, just to help.

This has 109 colors, which makes me think you are using some kind of dithering threshold effect, or saving as JPEG. Either way, it's not going to get accepted here. Make sure to save in a lossless format like PNG.
Also, your style seems to start from an image, and use some kind of automatic process. The brown spots under the SKYFALL text look like image artifacts, and add nothing to the scene. Using any kind of automatic process is a big no-no here, and is probably why all your submissions are getting rejected. Sorry, but it's not pixel art.
