Spot on dithering. You could've added some clouds in the background to make it look less plain though.

Man this maddie from mario games was obnoxious! What a great relief was to knock it off its cloud.

Nice nice work, specially the cloud, although I think some areas of the dithering, specially around the "cheeks" should be made more round, they strike me as too square (even without zooming)
