Having the eyes wrap around isn't totally necessary. The placement of the eyes is enough alone. If he added the eye wrap around all it would do is further cement the tilted feel, but that is already conveyed through placement instead of shape, and it works.

I'd disagree, the eyes are correctly proportioned. While its a matter of taste, I dont think thats the problem. I think its because the nose doesn't have a line going up, and the hair is too long.
Unless you're going for a rather feminine looking dude, I think you'd be best off moving the eyes a bit closer together and making the bottom of the face less round and more defined around the chin.
I agree with Friend on this one -- having eyes follow the transformation of the face is crucial for depicting correct forms.
