Just a goofy little dude. Created in 2010 for a tech demo created by Chris Covell for an obscure Japanese game system called the Game Pocket Computer. See the demo with the Faceman displayed here. The original requirements were for the image to be 75x64, black and white with simulated 50% grey by flickering. I've edited it slightly to be avatar sized.
