I love this! I'm sure you could take it further though.
Agree with jal about lighter, misty bg buildings. They also need wear and smear and dirt! So does the tram.
Main issue is the person: he's too tall compared to the tram (unless he's nearer, doesn't look like it), doesn't have a face, doesn't do anything. I'd rather have a few indistinct silhouettes: in the tram and tram stop, in the bg.
Finally, since you have a slight perspective on the ground in the back, it should extend forward too and not be cut abruptly by a meaningless ground line. I'd just drown the near foreground in uniform whiteness.
I like this a lot. I think it's cleverly done in not only being a section, but actually introducing scale-difference without perspective.
Nice. Could use some sparse animation to make it feel even more lonely. Snow falling, a bird on the powerline, a bit of paper stuck to the bus shelter and blowing around...
Very effective use of color and pixelling. I only think the BG buildings could be slightly lighter to convey a colder picture.
