They do have a 30 day free trial of the full version but yes, the free version you can keep; The only difference being you can make icons, cursors and gifs on the spot with the full; If you using the free version after you're done drawing, you'll have to export gif frames and compile them in an external program. But with all the extra features that make the pixeling process easier I'd say the small amount of extra work is well worth it!

I use graphicconverter to animate, but it doesn't have layers

Someone just posted in the forum resource section an animation app. I thinks its a BETA version still. I use Photoshops ImageReady and its not that convenient so I got nothing to suggest.
