The shading's a lot better. Cartoony, could be a good start to cartoony pixel art.

I think AAing would really improve this piece but I love the dark colours you've used. Nice swirls.. reminds me of some brushes I've used on PSP.. o.0

Maybe a little shading, aa, dithering, or some other sort of detail wouldn't hurt.
