oh =/ I wish i could understand you.. I'm brazilian and yes, i can speak english, but not as good as an american =D. You use some words that i don't know what they mean.. so.. =/ Like: "off-kilter" , "tilted", "towards"... =x
I like the flags out front. The two window designs are nice, but I would recommend you copy-adjust-THEN-paste the window design... the way it is now, it is a little distracting to have the same exact window shading throughout each building side.. Also, the building looks off-kilter. I believe it is due to the window placement. Try moving your windows more to the middle? Or making MORE windows towards all edges of the building, not just the front edge. Overall it's pretty good, but it just looks... tilted?
