I would say it is not gettign accepted because there is not enough attention paid to pixel-level detail. If a piece looks like it could have been drawn in paint without zooming in for most of it, it probably won't get accepted.
 

Can you please tell me, how do you know, which "revision" is needed for picture? Rabbit mage does not get accepted. I know it's a bit lame but I'm proud of light effects.

I find the dither reminiscent of the dither patterns used in printed manga, nice. Only one critic, the bamboo stem seems unnaturally thin at 1 pixel wide.

I think that this piece should be accepted as well... that's unfair..

 Well, dithering colors in a picture of this size pixel by pixel is... uhm... problematic.

Remember that the use of some tools are "not considered" pixel art.

 No, luckly I started using custom brushes after the third gif.
