I definitely recommend taking this to the WIP forum and getting some more feedback on it.
First of all, your colours are not all that appealing. Picking colours in pixelart is very important. In real life highlights are usually tinted towards yellow and shadows usually towords blue. Many artists like myself like to exagerate that Moving the shadows straight to the purple zone and the highlights a warm red etc... This helps create contrast as well which is another thing this piece lacks. Looking at the pallets of your peers is a great place to start
Secondly the pixel lacement doesn't feel very refined. The hair especially feels like this. Hair is easily one of the things I struggle with the most. There are a number of ways of doing hair, and again looking at the pixels of peers is a good starting place.
Third off, use a reference. Yes, still life sucks balls; however, when it comes to depicting a well known person you want to aim for accuracy. Having a reference or multiple references on hand to look at helps a lot. The reason I mention a reference is because she has a very mascvulin chin in your depiction. A good place to start with pixelling is to actually do the good old grid technique. For example, with a 64x64 avatar you'd probablygo with an 8x8 grid of 8 pixel large grids. On a reference image you'd set up a similar grid and then by looking between the two you can get a rough idea for base lines and such. Later when your more confident in your skills, you can start to exagerate the features and ditch the grid completely and just draw by looking. It's a good starting place though. ;)
