I can see why you might think that. The style is kind of based on posterized photos and stuff like that. I used a reference photo, but I didn't directly trace it. Is that against the law? This is far too stylized to be a color reduction.

Well then, you wasted several hours. A quick color reduction yields eerily similar results in a matter of seconds. A quick palette swap and some minimal cleanup and we've got the same image, only it takes 30 seconds to make rather than "several hours"
I make no comment about the artistic merit of this process, though for learning purposes you're probably short-changing yourself. But there's no reason to be dishonest about how you created an image.
