I think the problem with it is, you think pixel art entails just putting as much detail as possible into the character at any cost. It just becomes noise, and no one can understand what is going on. The first thing you should focus on his clarity and readability. Don't add details until the underlying form is good.

I made an edit and just tried to make it more simple and readable.
It wasn't accepted the first time sadly. Nor was the other piece I submitted with it but I decided the other one wasn't any good so I understood why it didn't go through.
If this was already accepted into the gallery then there's no need to resubmit. You can always just edit.
Although I appreciate you making an edit and I don't wish this to come off as something else I don't quite see how that would be an improvement? It is more readable but now it doesn't look complete and looks haphazard (and I do understand it was probably a quick edit).
I personally like my hair to have details rather than a solid color as to me that looks amature. I like how you removed the highlights on the face as I've been considering it myself since they look a tad blotchy after looking at them more.
This is what it looks like with all the details removed as I do have a .psd of it:

With the exception of the sash, those details are on the main clothing layer already.
