Half of what you said I understood, but is a part of what you said I did not understand, I will try to improve the forms and all that I understood what you said ... I don't know if you want critiques or if you will be able to understand any of this, but I will try anyway. Please disregard if you don't want it.
There are a few conceptual issues with this piece that I think are really easy to fix. I think more time was focused on dithered shading rather than the underlying forms. The forms are more important than the dithered shading. Shading should be made to create the forms. The eyes should be roughly halfway down the head.
There is an issue of what is most prominent in this picture. The eyebrows and the hair are pure black and the eye travels to them. My art teacher used to tell me the eyes should use the darkest color you are using so attention is drawn to them.
Also, take advantage of the medium you are using. Since the pixels are on a grid, there is no excuse for the eyes and the ears to not be aligned.

I'll try to repeat it in a way you can understand.
He first says the dithering (the checkerboard pattern) is what you focused on, instead of the shape of the face. The shape of the face is more important than the dithering. Like, the eyes should be halfway down on the head.
He also said the hair and eyebrows are completely black and, I think, look almost unfinished. People immediately are drawn to the darkest part of a picture, which is the hair in this case, instead of the eyes, which is where the focus should be. Add shading to the hair and eyebrows, and make the eyes darker, and it'd be much better. :)
As for myself, I like the style you have here. Keep at it and keep improving and it could look really nice!
