Awesome idea and great pixelling! Very impressive, I must say.
I think I understand JuninTKD's point, and I agree with him. I'd personally say that what's making this look unfinished is the inconsistency of the shapes; they just blend with each other where the outlines could go. The use of not many colors contributed to that. If you look at Dunkleosteus pictures, you'll see that it has some kind of "dirty" texture, which gives it depth and "filling" (not sure if this is the correct word). Lights and darks contrast a lot in an irregular way. Nonetheless, I think it's really hard to do something like that (given the color restriction and skills needed), and I actually appreciate this simplistic yet deep approach very much.
This one must win the challenge.

But oh well thats just me, as said before there's nothing wrong with it, but in my head somehow it looks unfinished. Good luck with the challenge
What kind of details? I tried little fishes, more seaweed, more bubbles - but they cluttered the image - so I had to remove them.
Wow, this is great man, u're banging out these weekly challenges =P . Anyway, somehow i dnt know if is jut me but it feels like it's unfinished, not that i mean that is bad, but just that you could add more details =S
