typically I wouldnt take the time to actually writen down all the measurements. I just did that so you could see it. Normally I would just measure things with my fingers and then compare those measurements to other parts.
You can ussually divide a face about evenly into thirds from:
1. bottom of chin to bottom of nose
2. bottom of nose to top of eye brow
3. top of eyebrow to top of forehead
so thats somewhere to start, then you check how those measurements differ since they arent ussually exactly the same. Then the lowest third can ussually be cut in half using some part of the mouth as a guide. This varies alot. It could be cut in half at the middle of the mouth, or the bottom lip, etc.
one last crit I noticed after I did the edit is that the shape of your ear is kind of too boxy.
anyways you did a pretty good job though.

I mean, I did use light guides but that's all. The rest was free-handed from sight.
But, I'll try and keep that in mind on my next portrait~

heres an edit I did, still has a few issues. On the right I just broke it down and wrote some measurements. The numbers arent important but just to show the ratios of lengths to other lengths. Also showed where the ear lines up.
Also, you can make the color transitions into black less grainy by replacing the areas where you dither between dark blue and black with the darker purple.
at a quick look, I can tell you that the forehead is too long. The ear might be too big. And the length of the nose might be slightly too short.
