Correct, that peice doesn't have similar color issues for the most part. It's not a big deal, but you should find it easier to create a cohesive peice if your palette is precisely defined. Many people plan out their palette with patches of color ramps and relationships on the side, and then only use those colors.
I havn't seen a squirtle in a while, but that grey shell looks incredibly wrong.

There are a number of colors (especially blues) that are nearly identical to each other. If these instances were replaced with a single color it would give the palette more cohesiveness. It is a good habit to develop, to have a well-defined palette for a peice, instead of randomly choosing colors for each area of the image.
still confused. i dont remember using any tools. "colors that cannot be told apart from the rest of the palette" i dont understand... you sayin i shud use (for ex. color blue i used 7+ shades of it) u sayin i shud use like 3+ sumtin? akk i dun get it. ive seen some works usin the link u gave me and noticed most guys use like less than 10 colours. u mean i shud do the same right?
There are many colors that cannot be told apart from the rest of the palette. This may be because of a faulty program, or because you used some "tools" :L
