Eh, I know how you feel. It happened to me once. But honestly I think this might be a step in the wrong direction. For one, the preview is a really inaccurate representation of the image. Was that the same preview when you first posted it? I like your last skull image, and honestly I don't think this is as good as that. The bazaar preview might of had something to do with the image not getting accepted [in the time frame].
I personally am not a fan of the erratic messy outline. Refining and making sure every pixel serves a purpose is the thing you should try to work on. Why is this important? Well to the viewer it looks less lumpy and more controlled if the outline is refined.
Shading and pallette play an important role when doing characters. Muted palettes do create that gloomy scary atmosphere, and you succeeded in doing so, but it doesn't really seem dynamic enough. Contrast is one of the more important technical aspect of a piece (along with the elements of art), and having both desaturated an low contrast in the same image is not eye catchig or interesting.

personally I hate AA, It legitimately feels like the artwork is in pain when I use it. It's kind of like nails on a chalk board except in my brain and makes me feel guilty for creating it. you know what I mean.
It'd be nice if this had a backround, then you could add AA to it.
oh and sadly this piece is 15 colours including transparency :(
well I disagree with you about my choice of colour, personally I love things that are bland and a little draining, it kind of feels like time is slower when you look at them....... at least to me anyway. but I agree with you entirely about the linework being unsatisfactory, I was really rushed for this piece, in counting I only got to spend 53 minutes drawing it as I was so busy working on a lot of other projects. so yeah I wish I could have done more with this piece but this is what it turned out to be so I'll just have to deal with it. cheers for the feedback btw :)
