Yes. Resizing pixels (including gifs if your software supports it) must be done 'nearest neighbor' and by an integer factor (X 2, X 3 etc). Also there is no need to resize because of the PJ built in zoom (it's crisp in Firefox, in case that's your issue).
It was actually improperly resized, I just created an account and resized an old gif of mine to test and everything, how did you notice? While zooming it?

255 colors. Looks like the individual frames were saved as jpeg, or else improperly resized.
I was gonna say remove the BG but the brown works surprisingly well with this. Nice animation!
