Looks nice, mostly very clean. Kinda looks like an action figure/plastic though because the stiff pose and colors.

Well... I was wondering about the frost breath. It looked like NPA and color reduction, but... I would have tried to reproduce that effect through pixel art, instead of what you have now.
The rest of the model is really well drawn though. Rather unique. I like it.
I think failureboy is right. The breath does not look at all like pure pixel art D:. Great muscles and design (just get fix the breath) though.
breath looks like non-pixel-art. I'd get rid of it and re-submit.
also, try getting rid of the black outline and making the background transparent
