If you are learning how to use colors, try using DB's 16 color palette in something you make. I think you could reduce this piece to 7 or 8 colors if you learned some of his techniques. =)
I like the design for this character, and the blue + white themes in her clothes. Personally, I think the flat shading matches the younger design, so I'm totally okay with that style choice.

A couple of suggestions-
Try using some darker colors, such as where shadows would be. Not including shadows and using light colors for almost everything will make an image look flat. I think some shadows in places like the thighs near the neck, or under where the hair is overlapping will add a lot of depth.
There seems to be over 30 colors here. Try choosing a palette with a smaller number of colors that have a larger difference between them, and try reusing colors across the image where they might work instead of making so many new colors with only very small differences. :)
