It's like dithering but with more complex patterns that are supposed to suggest actual textures instead of abstract patterns: fabric, leather, wood, skin, hair etc. Examples.
Your dithering is good anyway, it's nicely controlled at the pixel level. There could be less of it though, esp near the bottom.

I don't know what you mean by texturing though (I only started with pixelling too recently)

Your palette is missing a bridging tone between the greens and reds, which gives you shading trouble. If you made the darkest green more neutral or brownish, you could use it in the head and turban deep shadows.
Also I wish you used less dithering and more texturing.
I want more of this (a videogame)
