NPA is Non-Pixel art, basically it's when someone uses things such as gradients or other tools to achieve the effect that they want. NPA is the complete opposite of "Pure PixelArt" which is what PJ seems to be all about, basically everything you submit should be 100% hand placed (of course you can use things such as the ruler and circle tool :P). The GTA V lettering is a good example, it looks downscaled from something else which raises color count and doesn't look right.
