That dithering is superb. The background is a nice touch too though just a little more contrast between the colors would have gone a long way at least on my monitor.
It could have been vactor, but then it wouldn't have the rough dithered look, which looks really cool with this piece.
If it was vector art, it would be about 1% as impressive.
I think you could have achieved a similar effect with vector art in much less time.
Either way, it does look very nice.
