Darkening the background just slightly might be something to consider doing as well. I feel like the city scape is too bright. The player wont be interacting with the far background, and thus shouldn't be so focal.
I also feel like the BG is set up strangely. The rows of buildings and lights are too uniform and repetitive because they are all almost exactly straight lines. There isn't enough variety to make the BG interesting, and not enough proper perspective to make it believable and understandable. The cloud rows also don't have any perspective to them, perhaps draw smaller impressions of the clouds as they go back, and have them fade in brightness to communicate that those clouds are farther away.
