Looks like that shade were originally darker than the surrounding colors and then you replaced it and forgot that you used that color there too.
Oh. I see. I'm not entirely sure why I did that. It's likely an error that occured while I was switching up some of the colors. It looks like I originally used it as an AA color but brightened it.
Edit: Now that I've noticed it, it's actually really annoying me O__O..
I would guess it's a simple way to make the edges of cracked/chipped parts "pop" better. It works the best at 1x IMO.

This reminds me of the Genesis game Beyond Oasis for reasons I can't put my finger on. I love the color choices and design.
Very neat. I Just don't understand what the single (brighter) green pixels next to the dark algae/dirt are supposed to portray.
