Sry i cant be rude, it wasnt nothing personal, but pixel art for me have to has some typical features, this is just very nice paint for me, but not pixel art.
maybe you consider all picture for pixel art, if they were made in a editor of paiting.

- Define pixel art, because it was all done in ms paint. I am still confused on why the community here(some) is so bias towards bigger pieces. The highest rated pieces have been big... It was all done pixel by pixel, please don't be so ignorant. -
I played it till the dawn when i was a child, such a great game! For me this seems a bit of a space waster since you could drop the size to half and could still have it read just as well. Its a really nice piece and a shame you didn't finish it though, i really like the colors!
As I said last time, "My favorite racing game. " It still looks great to me. I'm in agreement with Lijj. You could crop it a bit and do some clean up here and there.
You could just crop the unfinished sides out and clean up the foreground leaves y'know.

It looks unfinished overall, especially the sky, the palm trees, etc.
If he/she had taken the time to finish the whole piece and have control of every pixel than yes it is pixel art. It's about the attention to detail and lack of special editting tools. People would call this oakeke or something along those lines from what I've seen which is almost a form of pixel art without going in and controlling all pixel placements through refinement (which simply seems because it's a bigger piece and he/she lost interest).
You simply seem to be speaking on a matter of personal opinion.
