I think I know what is hurting this piece finally :p
it's not the leg length, but mainly the general proportion of the size/girth of the upper body to the lower body. The legs are much too small for the upper body. It's like the legs of a young boy with the upper body of an adult
Quite good one, but I see come inconsistency at outlines. At some parts there are no outlines at all and at some others there are quite sharp black outlines. It striked me immediately as odd.
The head is really misshappen. That's too bad because the colors look super nice!
The legs may seem shorter because I extended the hoodie to make it look "baggier." Not sure how to solve this problem.

yep. Teens generally have slightly longer leg proportions than an adult. Remember also that an arm by one's side reaches about the mid thigh, so knee should be higher The head probably could be slightly bigger but it's not an issue I don't think because many teens finally start to develop their full height and thus their head size to height ratio
His shoulders seem a bit wide, his legs a little bit too short, and the head too small.
And least that is what it looks like to me.
Could you be more specific as to which proportions are off? I get that the feet are a bit small, but I haven't noticed anything else yet.
As usual, it is stylistically excellent, but the body proportions are pretty strange, and the perspective on the head is very off.

yep I see it. it was supposed to be a baggy hoodie, but I should've broken up the rectangular shape more for that.
