If you're using photoshop you can scale the picture up without messing up the pixels, for example if the image is 50x50, 100x100 would 200% zoom, you just have to multiply the number by 2.
EDIT: go to image>image size change the width and height to 64 make sure you put nearest neighbor instead of bicubic because it'll be blurry.

and if it's a gif animation without changing anything when you save the animation for web change the percent number to 200%
I'm not sure how to change the zoom level unless I change the size of it, which I figure would mess it all up. Pixel Joint has little zoom buttons under the image itself ( for me, at least), or did you mean something different?
