I really dig that parallax version. It does look fuzzy in places, but I don't think it detract from the piece much. The palette is great!
The parallax version is sweet-- I agree with the comments about the static version looking fuzzy and dithered. The clouds especially seem to be much too solid.
Despite that, very good stuff.
king bobston: The greenery is a pretty small detail, also there would be some vertical parallax in the game as well, plus other stuff in front of the greenery. So most amount of time was spent on the stuff you would see most, naturally :)
Stickman: Totally agree about the mountains, they could stand being a bit darker and a but more saturated than they are. Might actually look into fixing that :)
FlyGuy: The dither is because of the RGB444, which is a total of 4096 possible colours, those colours on the sky gradient for example are pretty much as close as it gets, some have possible inbetween blues, but those are mostly a bit more saturated as the sky goes darker but not significantly contrasty between the other 2 surrounding colours.
Also you have to take into account that this is for PS Vita which has a relatively small screen with a PPI of 220, which is a lot higher than your normal 24" screen with 1920*1080, which would be about 91/92 PPI. So the pixels on the Vita are a lot smaller, thus there is more visual blending.
I find it gorgeous, except for the greenery. But seeing the parallax animation and since it's a background I can guess why it's this way.
Looking at the parallax animation is pretty relaxing.

Very nice background. One nitpick is that it feels as though the bottom layer has a little too much of a similar contrast to the middle layer. It's almost as though the bottom cloudy layer stands out more than middle one.
For some reason as a static image this looks overly dithered and fuzzy. It's still amazing work regardless. -- What's really blowing me away is the parallax version. It seems like the extra dither helps blend the frames together more. I actually made a parallax background similar to this 2 years ago (not as detailed and hardly any dither), and it did not look as nice as yours animated. i.imgur.com/jGMZM5O.png
