The two shadows in the top of the hood makes a metalic shading effect. The thin teeth looks wierd but not bad.

I don't notice any artefacts, myself, but the hood especially looks a little rough because of banding. Those teeth are seriously evil looking. :)

I'm not quite sure what you're asking, but yes, this was done by hand.

Was this done by hand? It loos pixel artefacts on the hood there, right above the eyes. From the submission rules: 

1. Any art you post should be PIXEL ART! Pixel art implies that each pixel is placed by hand (no filters, paintbrushes, gradient fills, etc).

Nice teeth, they make him look less human and more ethereal. You might want to try adding a few more shades of blue onto his hood.
