4 colours for the base/black part, 11 colors for the globe/blue part, and the outside of the globe (aka transparency)

Edit: Changed the image around to fit within the rules properly, because of this, colour count was increased to 16. Thanks to eishiya for noticing!

Oh! I thought it counted if the total color count is less than 21. Seems like not then. Thanks for noticing and telling me about it!

Edited the entry accordingly.

The rules forbid using the same colours in both sections. It looks like you have plenty of room in your palette to remedy that though, since you're several colours under the limit.
