i like the dithered hair personally, couldn't hurt to tone it down

Nice face, but the hair certainly overdithered.

Devan sounds a lot like the English county Devon to me. =P

I know it's not the focus of the piece, but I love the background pattern. Too much of a noob to pixel work to comment on any technical details, though from a general viewpoint something about the highlights of the bottom left of the hair bothers me a little. That section of hair looks a little disconnected from the rest, I think perhaps because both of those highlights stop at about the same level, but I'm not sure.

And yeah, I still can't quite get the hair right, so I struggle with it pretty much every time it's not flat :Р

We have "divan" in English, from the same Turkish word that Russian borrowed.

Face looks pretty good, the hair has a bit too much dithering imo, and looks like a single mass. I'd use the shades you have to define the general volumes of the hair, then worry about the individual strands and locks.
