As I see cartoony games, wich creators wanted to use black outlines used it only. But they used it only on the main characters (Mega Man -on some bosses too -, Rescue Rangers, Duck tales, Darwing Duck). Most of the games didn't use it, so I'd call them exemptions (No Mario game used it, and e.g. Tiny Toon tried to make it an other way, with colored outlines). So if we want a Nes-like game, I suggest to use the 3 colors rule. Anyway, the more the limitations, the more is the fun (not just drawing, but you have to find out, how to draw :)

Actually, NES games could have sprites with more than 3colours + trans, it does require 2 layered sprites though and the nock on effect is a slight limitation somewhere else. I believe a megaman game did it, I'm sure there were loads of others too.
Thanks! I wouldn't say it's nothing like the cartoon, but it's based on the design, not the story. (And there are many small details wich were made after the cartoon :) )
