I personally like the green frames, and I think those backgrounds are really beautiful.
What I'm not that convinced of are the character sprites. I think she looks a bit too flat (some additional shadows could define the shapes better) and maybe off balance too (leaning slightly too forward). I made a really quick edit to illustrate what I'm thinking of, I hope you don't mind.
I agree with Ptoing about the green windows and door. Nevertheless, this looks great.
So far as the colors go, I'd keep how the character colors match the background colors. Green and red-brown on top with purples on the bottom... It has a good balance like that.
ptoing: the sewer setting is more or less at alpha stage atm. there will be much more detail soon, because the underground should be coordinated to the buildings and their outlets or other architectural characteristics. same with mirroring and stuff...
about the green colors in the street - i am not sure about that myself atm.
Overall this looks lovely. Love how you did the foliage, that works so well with the mixed resolutions.
I got a few nitpicks though:
-Not sure about the door and window frame being green. Maybe yellow or cyan would work better.
-I'd spend a few more chars on the sewer walls so that they do not repeat as much, loosen that up a bit.
-The left and right arch in the sewer are mirrored. From what I know there is no mirroring chars on the C64, so might as well make them a bit more unique.

sure. it would be possible to improve the sprite. though it is a compromise for technical reasons. the characters in the game are split in three parts for multiple usage with whatever color combinations. this is why i abandoned any antialiasing (guess what happens, if the head would be used for blond hair or a bright dress).
the plane color areas work quite well with the animations. the movements look nicely cartoony even with the missing aa (will post this in a while - is still work in progress).
