I do not think she is stretched out since anime characters have enlonged legs. Additionally I measured the distances to be absolutely sure. You might be right about the hands - I will be more careful in the future :)

About the black outline: She is meant to stand against a background for a mockup which I planned somewhere in the future :) This could be literally called a big sprite.
I'm liked with this piece, specialy with the skin color/shades, looks very
convincent, also I'm a black outline hater, but that's just from personal drawing.
