Like I already said, that color had to be used in place of orange, since no true orange exists in this palette. It wouldn't work for humans to have the same skin tone as a pumpkin man. Using that color for skin would also cause everyon's noses/mouths to disappear and give some characters clothing and skin of the same color. Not sure what your hang up is, but there's no logical way to use desaturated red for skin in this context.
I'd use the pinkish one, and by that I mean the third from the left on the bottom.
I guess you're not familiar with the C64palette, PBDC. Take a look:
I already used white for pale characters, so can't use that for non-pale characters. I had to reserve the midtone, desaturated red for clothing, noses/mouths, and especially to use in place of true orange for the pumpkin man, so that can't be used as a skin tone here. That leaves desaturated yellow--not green--for skin unless maybe you want everyone to have a sun tan.
It's easy to make ambiguous statements like "use a different color" and never specify what color that might be, but when you're actually rendering 15 low-res characters using 16 colors from a palette you yourself did not create, you have to put more thought into it than that.
If you'll read my comment, still could have used a different color for the flesh.
If you'll read the title, this is a demake with the Commodore 64 palette. If I changed the colors, it wouldn't be.
