I agree. Dithering makes this piece look weaker because of how weak it is.

The color choice isn't bad. It could use with some more stylistic love though.

I would probably do away with the dithering. It doesn't seem to add much to the cartoony style and creates a weird looking texture. It could also do with better color management. (if you want to be a stickler about colors, at least.) Lastly, the light direction is inconsistent. You see a shadow on the left side of the helmet as if the light is coming from the right, but then his face is lit as if the light is coming from the left.
