This appears to have been saved using some kind of compression that makes it have noisy parts.

Also, the light rays you have animating here are partially transparent, which is not considered "pure" pixel art. You'll have to remove the transparent rays and save the image non-compressed as a .png or .gif for it to be allowed into the gallery.
