Because the motion of the elements all looks aligned in a few horizontal sections and all the motion is synchronized, it looks less like the character is laughing, and more like we're seeing them through hot air or through water, distorting our image of them.
Have different parts move in different ways (different amounts, at a different pace, etc). Even things like laughter will usually have primary (leading) and secondary (lagging) motions.
If you want the arms to move, I think they should rotate a little instead of just bounding up and down.
