I really like the colors you used for his face, very very deep and they work well together. As for the edge of the collar, you'll want to look into counting pixels/steps. It's hard to explain though lol while doing a curved line, you want to try to keep the curve/line consistent. I did up a little example to show what I mean; In the second set you can see that the lines go in increments of two spaces, to one. So far example instead of being like 2-2-1-2-1-2-2-1 (I'm just making up a sequence there lol) it's 2-2-2-2-2-1-1-1-1 instead.
