Technically, you are new to pixelart and this does qualify as pixelart but just barely because there is apparent lack of control on the pixel level.
Some of the pixelling in the water is almost oekaki.

There's potential here, though it looks a bit clustered and hard to tell what's going on. The colors especially make things unclear, as they're not very far apart on the saturation scale.
