You have really solid fundamentals, but I would work more on your color choice. Here's an example:

Work on your contrast. Make sure every color is different enough to read as separate from the others at a glance, but also not too stark, either, or the lighting looks harsh and unnatural.

Pretty! I like how some of the greys are more orange and some are more blue, it gives a nice color variance.

The end of the tail right before the paintbrush is a little squiggly, if you look at a cat or dog's tail they don't kink like that without causing pain to the animal. You probably just meant to give it visual variance but unfortunately it looks a little strange.

I really like the animation, very smooth!

You could try reducing the colors a little and increasing the contrast on the ones that remain, as it stands you have a lot of colors and it looks a little washed out and blurry.

This is really cute!  I feel like the shading on the bottom of the dress might be a little light compared to the more contrasting colors you used on the clouds and hair, but otherwise it's really well put together. I love the water effects and the framing of the clouds.
